【摘要】:ThisTechnicalSpecificationprovidestheconceptualbasisforfireriskassessmentbystatingtheprinciplesunderlyingthequantificationandinterpretationoffire-relatedrisk.Thesefireriskprinciplesapplytoallfire-relatedphenomenaandallend-useconfigurations,whichmeanstheseprinciplescanbeappliedtoalltypesoffirescenarios.ThisTechnicalSpecificationisdesignedasaguideforfuturedocumentsthatprovideformalproceduresfortheimplementationoftheriskassessmentprinciplesforspecificapplications,e.g.situationsinwhichonlycertaintypesoffirescenariosarepossible.ThosefuturedocumentswillcompletetheprocessoffullstandardizationbegunbythisTechnicalSpecification,whichnotonlyspecifiesthestepstobefollowedinfireriskassessmentbutalsoprovidesguidanceforuseindeterminingwhetherthespecificapproachusedforquantificationfallswithinanacceptablerange.PrinciplesunderlyingthequantificationofriskarepresentedinthisTechnicalSpecificationintermsofthestepstobetakeninconductingafireriskassessment.Thesequantificationstepsareinitiallyplacedinthecontextoftheoverallmanagementoffireriskandthenexplainedwithinthecontextoffiresafetyengineering,asdiscussedinISO/TR13387.Theuseofscenariosandthecharacterizationofprobabilityandconsequencearethendescribedasstepsinfireriskestimation,leadingtothequantificationofcombinedfirerisk.Guidanceisalsoprovidedontheuseoftheinformationgenerated,i.e.ontheinterpretationoffirerisk.Finally,thereisanexaminationofuncertaintyinthequantificationandinterpretationofthefireriskestimatesobtained,followingtheproceduresinthisdocument.
